The output and GND maybe short-circuited. Check the peripheral circuit.
Is the voltage 5V? Yes

No Is base (USB PWR) of Q472 high? Yes

Check the voltage Pin 60 (USB CTL) of IC1001 at 5V.

Check the voltage Pin 19 (USB POWER) of CN3 at 5V.
Check the peripheral circuit of IC1102, and is not XFALG LOW? Replace of IC1102. Check the pattern between IC1101 and CN1003.
Check the peripheral circuit of Q471 and Q472. Replace of Q471 and Q472.
